For Making any payments outside India your bank would require you to obtain Certificate 15CA & 15 CB from a Practicing Cartered Accountant in India, with out this certificate bank may not process your payment request to pay out side since , sine the certificate states that the tax due if in case any has been deposited by the payer to government so that India government is not at loss of taxes if any on such payment or income.  

15CA  -   A person making a remittance (a payment) to a Non Resident or a Foreign Company has to submit Form 15CA.

15CB  -    In some cases, a certificate from a Chartered Accountant in Form 15CB is required before uploading Form 15CA online. In Form 15CB, a CA certifies details of the payment, TDS rate and TDS deduction as per section 195 of the Income Tax Act, if any DTAA (Double Tax Avoidance Agreement) is applicable, and other details of nature & purpose of the remittance.
