No, If all supplies are exempted then such person need not get registered under Goods and Services Tax ( GST ) in India provided turnover does not exceed 20 lakh. Even if they are taxable ( when supplies are partially exempted ) .i.e, 60%  is exempted and 40% is taxable.
However, if supplies are 100% exempted then no registration is required irrespective of turnover. 
It is advisable to consult a practicing Chartered Accountant in India.
